方安娜（恬妮）是小偷世家，因父入獄亦幹起小偷來。一次她在鬧市中當扒手時，偷得錢包，被發現，人急智生把錢包偷放在亦是小偷的林子清（劉陸華）身上，林被捕入獄。兩人從此結下冤家緣份。導演桂治洪成功拍出警賊鬥智的橋段，也拍出了草根階層的人情味。
