乾隆年间，福建少林寺主持至善禅师以发扬少林武术为名，实质招揽有能之士，实行反清复明计划。当中包括苗翠花、洪熙官、三德、童千斤、方世玉等人。但这批年轻的少林壮士，嫉恶如仇、好打不平，因而与武当派结怨，甚至闹上朝廷。
