光绪年间，香河县知县马东阳被暗杀。西太后欲派身边御厨牛不耕接任知县，光绪反对。于是二人各派一厨子走马上任，分单双日坐堂审案。李保田扮演的神厨与御厨因为权势和厨艺展开了明争暗斗，全剧由两人争乌纱，比拼断案引出一连串啼笑皆非的故事。
